The near equilibrium low temperature dynamics of the superconducting order parameter (Higgs modes) in the system superconductor-insulator-normal metal (SIN) is studied. It is shown that the proximity of the superconductor with the normal metal leads to the exponential damping of the order parameter oscillations and appearance of the new low frequency Higgs modes. The cases of bulk and mesoscopic normal metal are discussed.
