Classification systems in the EU sanctions programs

EU sanction programs use various methods for classifying items in the product coverage of particular sanction program. Such methods entail
- descriptions of characteristics or features (similar method to EU list of dual-use items); or
- references to classification codes used elsewhere in public regulation such as the Combined Nomenclature (CN) and TARIC (integrated tariff of the European Union); or
- references to CAS (Chemical Abstracts Service) registry numbers.
EU sanction programs are tailored case-by-case to meet with the objectives set for the respective sanction program. Therefore, it is not possible to give more detailed guidance on the topic. Please see for more information on EU sanction programs including product coverage of each sanction program.
Examples of the above classification methods are listed below
Category I - Electronics
X.A.I.001 Electronic devices and components.
a) 'Microprocessor microcircuits', 'microcomputer microcircuits', and microcontroller microcircuits having any of the following:
1. A performance speed of 5 GigaFLOPS or more and an arithmetic logic unit with an access width of 32 bit or more;
2. A clock frequency rate exceeding 25 MHz; or
3. More than one data or instruction bus or serial communication port that provides a direct external interconnection between parallel 'microprocessor microcircuits' with a transfer rate of 2,5 Mbyte/s;
